		<description>I agree that you have more of their attention, but what is it that the &quot;unplugged&quot; person is really going to be willing to do?  I doubt you&#039;ll be able to pull them into the same ladder as a connected constituent.  They probably are motivated differently and shouldn&#039;t be communicated with in the same way.  I&#039;m guessing they probably aren&#039;t going to act very quickly on anything if they only check email or &quot;plug in&quot; occasionally.  I&#039;m thinking this person might be more likely to pick up the phone and call someone for you - which depending on your campaign could be highly effective as long as it isn&#039;t super urgent.  I&#039;m definitely still figuring out the pros/cons of these constituents.</description>

		<description>I would imagine that if an organization reaches someone who ordinarily does not want to be connected, they have more of that person&#039;s attention than someone who is constantly getting emails about stuff going on that they care about but can&#039;t keep up with. Does that make sense?</description>
